Under Smart and Skilled, people in NSW can choose from hundreds of government-subsidised qualifications and a range of training providers.
Approved Smart and Skilled training providers – including TAFE NSW Institutes, Adult and Community Education (ACE) colleges and private training organisations – are contracted to deliver government-subsidised courses.
Approved training providers have obligations to deliver quality training, adhere to Smart and Skilled guidelines and policies, implement the new fee arrangements and establish consumer protection processes.

Fee-Free Scholarships
The NSW Government's Reskilling NSW initiative includes the creation of Smart and Skilled Fee-Free Scholarships.
Fee-Free Scholarships cover the course fee for eligible people who are undertaking a Smart and Skilled course up to Certificate IV level.
Smart and Skilled Fee-Free Scholarships are available for:
young people who are eligible for a Smart and Skilled concession fee
young people who are or have been in out-of-home care
people who are experiencing or have experienced domestic and family violence and their dependants.

Quality and performance
Training Services NSW has developed the NSW Quality Framework – in consultation with training providers and industry – to promote excellence, transparency and innovation by training providers under Smart and Skilled.
The Quality Framework provides important information on regulation, Smart and Skilled training provider selection and eligibility, performance monitoring, consumer protection and information, evaluation, validation of assessment, teaching and leadership, and industry engagement.
Smart and Skilled guidelines and policies
The Smart and Skilled Operating Guidelines are an essential component of the approved training providers' contract and should be read carefully in conjunction with the Contract Terms and Conditions and the Smart and Skilled Fee Administration Policy
Approved training providers should also read and understand the other documents, including the policy and application form for subcontracting, available on the Smart and Skilled Provider contract and policies page of the Training Services NSW website.

Training providers' consumer protection obligations
Approved Smart and Skilled training providers must have a consumer protection and complaints-handling system in place, as required by the Smart and Skilled Consumer Protection Strategy, the NSW Quality Framework and the Australian Skills Quality Authority (ASQA).
